Ross is a Chartered Accountant by profession, who worked for twenty-five years in the financial services sector specialising in corporate finance working as a director of two merchant banks and as a non-executive director of a number of small to medium sized businesses in Scotland. Ross was a member of the Scottish Parliament for twelve years and for eight years he was the cabinet minister for the environment and rural development. As a cabinet minister, he had the responsibility for introducing the legislation that created Scottish Water and the Water Industry Commission for Scotland.
