Water regulator publishes annual report 2011-12

The Water Industry Commission for Scotland (WICS) today published its Annual Report and Financial Statements 2011-12. The report outlines the regulator’s achievements in obtaining best value for water and sewerage customers in Scotland.
Included in the report is the Commission’s latest assessment of the performance that Scottish Water delivered during the year. Performance is given an overall rating for each of the eight main areas that affect outcomes for customers and the environment.
Alan Sutherland, Chief Executive of WICS, said:
“We are pleased to report that Scottish Water continued to perform well in 2011-12, with all areas achieving a rating of ‘on track’ or better.
“We particularly welcome the improvement in levels of service to customers, with Scottish Water set to deliver a similar level of performance to that of the leading companies in England and Wales by 2015.
“Progress in delivering the major investment programme remains on target. We will continue to focus on performance in this area as Scottish Water still faces a significant challenge in delivering further improvements.”
The Annual Report also explains that 2011-12 was a period of great change for the Commission itself. All of the original non-executive members of the Commission retired, and we have welcomed both a new Chairman and new members.
Another significant development was the establishment of the new Customer Forum in October 2011. The Forum will represent the views of residential and business customers in the process of carrying out the next review of charges. Alan Sutherland added:
“A key aspect of our regulatory approach is making sure that customers are genuinely engaged in decision making at the next review. The new Customer Forum will play a formal role in this by seeking to get the best outcome for customers, within the broad framework agreed by the Scottish Government.”

Notes to Editors
1.    WICS is the economic regulator of the Scottish water industry. It has a statutory duty to determine charge caps for Scottish Water based on the lowest overall reasonable cost of achieving the Scottish Government’s objectives for the water industry.

2.    Scottish Water outperformed its projections in the areas of investment in the 2010-15 programme, levels of service to customers, leakage reduction, investment costs and financial strength.
