Ministers and the Scottish Parliament
Ministers work on behalf of the Government and the people of Scotland by setting objectives that Scottish Water should achieve and by defining the principles that underpin its charges. Scottish Ministers also established the statutory framework that is used to regulate the water industry.
Ministers play a key role in setting the framework for the Strategic Review of Charges (the price review). They initiate the review process and determine the length of the next regulatory review period.
Following consultation with customers, the regulators and Scottish Water, they set:
- the service standards (Objectives) Scottish Water is to achieve; and
- the principles by which customers should pay for the service they receive from Scottish Water (Principles of Charges).
